This year's budget represents a 2 per cent increase in basic tax rates for most contractors as from April 2003 but, as is always the case with this
Chancellor, the changes are not always immediately apparent.
The main feature is an increase of 1 per cent in National Insurance contributions for employees, employers and the self-employed, but this is linked to a significant change in the application of NI to higher levels of salary.

The IR35 Toolkit seminar roadshow visits Scotland in early May, giving those working north of the border the opportunity to attend this event. Speakers include some of the country's acknowledged experts in IR35, including Anne
Redston from Ernst and Young, PCG's Kevin Miller and expert practitioners from Accountax and Qdos. The venues are Aberdeen on Wednesday 1 May, and
