Does an agency have to reveal the identity of a client?

Under the new Conduct of Employment Agencies and Employment Businesses Regulations 2003 can an agency refuse to reveal the identity of a client that a CV has been submitted to (before interview requests)?

Does it matter if the contractor opts in or opts out?
