Taking dividends

Associated Companies with profits less than £10,000.

If a company made a profit of £10,000 a year for Y/E 31st March, 2004, and was not eligible for zero rate corporation tax as it was deemed an associated company, should it have extracted profits before 31st March, 2004?

Will it be subject to 19% tax on dividends and corporation tax from this year?
