Why do agencies refuse to pay VAT without a copy of a VAT registration certificate?

Surely, this is ridiculous?

Could we say to BT that we will not pay VAT unless they show us a copy of their VAT registration certificate?

A VAT registration certificate does not prove current VAT registration. One could easily de-register and produce the old certificate.

If an agency wants to check VAT registration, surely they should do it independently.

So, why do agencies refuse to pay VAT without sight of a VAT registration certificate and is this legal?
