Peers unite against IR35 clauses as McIntosh promises summer consultation

The opportunity for the Lords to debate the detail and, if desired, amend or reject the clauses, came at the Committee Stage of the Bill. LibDem, Conservative and Cross Bench Peers united against the substance of the IR35 clauses and also the manner in which they felt the measure had been steamrollered into legislation. However, Lord McIntosh, leading for the Government, promised consultation and compromise during the summer, if the Peers did not push the issue to a vote.
