By now, it was not only the contractors who were feeling ignored by the Revenue and Ministers. When the Welfare Reform Bill returned to the House of Lords after the summer recess, a heated exchange on the floor of the Chamber ensued as Peers repeatedly argued against IR35. At the end of a tense debate, the issue was this time pushed to a vote and the House of Lords voted to remove IR35 from the legislation by 84 votes to 66.
